I'll assume this is for PvE

First thing you might want to consider is if you are going to be running Divine Boon why split your attributes. Specialize, you might as well do a Boon Prot build. But I cetainly feel that a Boon/Prot/Heal build weakens the effectiveness of your monk by spreading yourself too thin.

So doing the Boon Prot route, which of course you can find a boon prot build all over this forum, is your best starting point.

I see your secondary is Ranger. That's not the best support class for a monk. Ever consider switching to Mesmer?

As it stands now I guess you will have to maintain P&H for the purpose of E mangement..

Divine Boon
Signet of Devotion
P&H {E}
Mend Condition
RoF
Prot Spirit
Holy Veil
Wild Card (Rebirth/Gaurdian/Aegis)

All att points should go into Divine and Protection.

*Note: If this monk is to be used in PvP you will need to change his secondary.

I think any combination works with a monk.

Peace and Harmony is not a very useful elite skill to use. I know that is your only energy management skill, but there are better elites for a monk to use.

I agree with Ender6, you should concentrate more on 2 attributes, than spread them over 3.

You should try:

going pure healing.

Word of Healing (E)
Orison of Healing
Vigorous Spirit
Healing Breeze
Healing Seed
Signet of Devotion
Mend Ailment
Rebirth

I would say that your stats should be:

Healing Prayers: 12 (whatever runes and scar)
Divine Favor: 12 (whatever runes)
Protection: 3 (whatever runes)

Why no defense? Any stance you use will be very short lived and have a long recharge time. Not to mention that it will be very low in its defense so don't bother.

Energy management: self restraint. With so much in DF, you don't need to heal everyone constantly. This means that you must restrain yourself to healing those who are truly in need. Signet of Devotion is there to help you heal without using energy.
